Problems:  
There are not enough affordable housing alternatives or choices in Orange
County.  People are forced to make economic decisions the often have a
negative impact on their quality of life.  Young people are not able to leave
home; they must stay dependant or are forced to leave the community.  The
elderly can’t afford to stay in their community and therefore often have to
leave to a non-familiar community and/or stay with family.  The average age
of seniors living in Orange County is “older” and is one of the fastest growing
populations.  There is an imbalance of fully accessible units to the number of
disabled persons who need them.

These problems cross cultures and ethnicities.  Those most affected are
households of moderate incomes and below.  Substandard housing, over
crowding and being dependent (remaining with parents, having a roommate
or taking in a “roomer”) are some of the ramifications of insufficient
affordable housing opportunities.  

Solutions:
Affordable housing for low and very low elderly and non age descriptive
disabled persons.  

Woodbridge Manor (IHO’s current project) has 150 existing units and 15 new
units are under construction.  These units are affordable to low-income
seniors and disabled persons.  The new units will help elderly residents “age
in place.”  At Woodbridge, IHO provides services that help the residents stay
in their homes, such as health care seminars, social activities, ESL classes,
case management and coordination of transportation assistance through
“TRIPS”.

In addition, IHO offers assistance to cities in addressing their affordable
housing needs, advocacy for policies and planning to promote affordable
housing, and monitoring of existing affordable housing initiatives.
